When to sow cotton in Haryana
Sow in Apr–May (irrigated) and harvest around Oct–Dec. The crop takes about 160–200 days. In Haryana's semi-arid, hot summers, cold winters, the window matters more than anything else you do: ~550 mm rainfall and canal + tubewell mean a late Kharif sowing runs cotton into the wrong weather at its most sensitive stage.
Where cotton actually grows in Haryana
The south-west canal belt - Sirsa, Fatehabad, Hisar, Bhiwani, Jind, Charkhi Dadri and Rohtak - with Sirsa the biggest by far. The local risk to plan for: Cotton leaf curl virus is the defining north-zone risk and it is not a bollworm problem, so Bt does nothing about it. It is spread by whitefly, it first appeared at Sriganganagar in 1993 and reached Haryana by 1994, and in 2015 a whitefly epidemic hit around 1.5 million hectares across north India - Haryana ran about 61% CLCuD incidence and Punjab's yields fell to roughly a third of normal. Bt hybrids sold as tolerant have repeatedly broken down against it. Pink bollworm has also now arrived in the north zone, so you are managing both.
